Rio de Janeiro's "Smarter City" Initiative

"Like many rapidly growing cities, Rio de Janeiro, the most visited city in the southern hemisphere, faced increasing crime rates, aging infrastructure and natural disasters."

But Rio has found a solution by developing a centralized command center, which integrates 30 city agencies and allows the city to gather data across various agencies more effectively. It is also able to monitor and respond to emergencies more quickly, and anticipate floods/mudslides via a weather monitoring system.

Building a City of the Future

Rio de Janeiro will host the first Olympic Games in South America in 2016. Rio was selected over cities such as Madrid, Tokyo and Chicago because of its ambitious proposal to remake the city.

Mayor Eduardo Paes outlines four ideas for creating a city of the future. First, the city must be environmentally friendly. Second, it must provide mobility and integration to a large number of people. Third, it must be socially integrated. Finally, it must use technology to manage information and deal with emergencies and extreme situations.

At the end of the day, when we talk about a city we are talking about a gathering of people. We cannot see that as a problem. The city of the future is a place that cares about its citizens and brings them together.”
 
Rio de Janeiro vai sediar os primeiros Jogos Olímpicos na América do Sul em 2016. Rio foi selecionado em cidades como Madrid, Tóquio e Chicago por causa de sua ambiciosa proposta de refazer a cidade.  O prefeito Eduardo Paes descreve quatro idéias para a criação de uma cidade do futuro. Em primeiro lugar, a cidade deve ser ambientalmente amigável. Em segundo lugar, ele deve fornecer mobilidade e integração a um grande número de pessoas. Em terceiro lugar, ele deve ser socialmente integrado. Finalmente, ele deve usar tecnologia para gerenciar informações e lidar com emergências e situações extremas.  "No final do dia, quando falamos de uma cidade estamos a falar de um ajuntamento de pessoas. Não podemos ver que como um problema. A cidade do futuro é um lugar que se preocupa com seus cidadãos e os une."

Catastrophic Consequences of Doing Nothing

The UN Conference on Sustainable Development – Rio 20 – has displayed an impasse between the rich and the poor countries. Prince Charles weighed in with a video message for the conference goers.

“Prince Charles weighed in with a royal sort of rebuke, decorously slamming the West as “a sleepwalker unable to wake up to the fact that so many of the catastrophic consequences of carrying on with ‘business-as-usual’ are bearing down on us faster than we think.”

Sustainable Urbanization of Rio’s Favelas

Rio de Janeiro has an ambitious plan to urbanize all of its favelas using concepts such as urban upgrading, green building, waste education and development of local economy. The favelas or slums built on the hill sides were a response to a lack of affordable housing and mass transportation for migrants from the country side.  At the present time, 22% or 1.4 million of Rio’s population lives in these favelas.

The urbanization plan is known as the Morar Carioca Urbanization Plan, and it aims to convert all 28 favelas in the city into thriving neighborhoods by 2020. The interventions would include provision of urban services, improvement in homes, construction of new housing and new community infrastructure.

The ideal is that favelas become new neighborhoods, with different characteristics, but with all public services functioning. We don’t want the favela to look like the surrounding buildings; they have their own culture and history, their own architecture. We don’t care if houses are different, but we want them to be healthy, habitable. We want them to have quality of life.”
 
Favelas Rio de Janeiro sustentável urbanização do Rio de Janeiro tem um plano ambicioso para urbanizar todas suas favelas usando a construção de conceitos como a atualização de urban, verde, resíduos de educação e desenvolvimento da economia local.  As favelas ou favelas, construídas ao lado da colina foram uma resposta à falta de habitação a preços acessíveis e de transporte de massa para os migrantes do lado do país.   22% ou 1,40 milhões da população do Rio vive nessas favelas.   O plano de urbanização é conhecido como o plano de urbanização do Morar Carioca, e destina-se a converter todos os 28 favelas da cidade em bairros prósperas até 2020.  As intervenções que incluem a prestação de serviços urbanos, melhoria nas casas, construção de habitação nova e as novas infra-estruturas comunitárias. "O ideal é que favelas tornam-se novos bairros, com características diferentes, mas com todos os serviços públicos funcionando.  Não queremos a favela para olhar como os edifícios circundantes; eles têm sua própria cultura e história, sua própria arquitetura.  ...

Rio+20 Conference: Meaningless Chatter or Global Breakthrough?

The UN global conference on sustainability, Rio+20, will kick-off on June 20th, against the backdrop of 84% of Brazilians living in megacities such as Rio de Janeiro and Sao Paulo.  Approximately 50,000 visitors and 100 heads of states, will witness how some urban dwellers live in deplorable conditions without adequate city services, utilities or housing.

How did the 1992 UN Summit impact the growth and development of cities?  The world leaders had agreed to promote economic development consistent with environmental stewardship and social welfare at that summit.

"People around the world are tired of hearing about these conferences where people get together and talk and point fingers," says Seth Schultz, director of research for the C40 Climate Leadership Group. Mr. Schultz is "very excited about participating in Rio," however, which he sees as a moment to share successful models.

Como a Cimeira das Nações Unidas de 1992 teve impacto o crescimento e desenvolvimento das cidades?  Os líderes do mundo concordou-se em promover o desenvolvimento econômico consistente com a gestão ambiental e bem-estar social nessa cimeira. "As pessoas ao redor do mundo estão cansadas de ouvir sobre essas conferências, onde as pessoas se reúnem e falam e apontam o dedo," diz Seth Schultz, diretor de pesquisa do grupo de liderança climática C40. Sr. Schultz é "muito animado sobre a participação no Rio de Janeiro," no entanto, que ele vê como um momento de compartilhar modelos de sucesso.

50 to 60% of Families Cannot Afford a House

According to a study by the Inter-American Development Bank (IDB), more than half of families in 41 Latin American cities cannot afford to buy a proper home using their own resources. The cities include Rio de Janeiro, Sao Paulo and Mexico City. According to an IDB economist, “A substantial number of families in the region are being priced out of the formal housing market because of low income, inadequate land development, limited credit and insufficient investment in affordable housing.”

The affordability was calculated in the IDB report on the basis of 30% of household income for servicing a 20 years mortgage with 10 % down payment. The four factors that limit a family’s ability to buy a home include insufficient level of income, incapacity to document income, high level of interest rates and high house prices.

De acordo com um estudo pelo Banco Interamericano de desenvolvimento (BID), mais da metade das famílias em 41 cidades latino-americanas não podem comprar uma casa adequada usando seus próprios recursos. As cidades incluem Rio de Janeiro, são Paulo e cidade do México. De acordo com um economista do BID, "um número substancial de famílias na região está sendo fixado o preço fora do mercado imobiliário formal por causa da baixa renda, desenvolvimento de terras insuficientes, crédito limitado e insuficiente investimento na habitação acessível."  A acessibilidade dos preços foi calculada no relatório do BID de 30% da renda familiar para atender a uma hipoteca de 20 anos com 10% no pagamento. Os quatro fatores que limitam a capacidade da família para comprar uma casa incluem insuficiente nível de rendimento, incapacidade para o rendimento de documento, elevado nível de taxas de juros e preços de casas de alto.  Vídeo sobre Habitação Social no Brasil:

Disaster Risk Management and Morar Seguro Program

Rio de Janeiro is still reeling from recent floods and landslides, which killed hundreds of people.  The World Bank has announced a loan of $485 million to improve disaster risk management, quality housing construction and other priorities. The city's housing program is known as Morar Seguro or “Live safely”.  This housing program involves evacuation of residents in flood prone areas as well as their resettlement in newly built housing developments.  Unfortunately, many of the urban poor can not afford the cost of housing and transportation, and are likely to return to their favelas within a few months. 

The loan from the World Bank will also support technology programs in schools and renovation of school buildings. Some funds will also be used to strengthen private sector competitiveness, and investments in highway rehabilitation and maintenance.
 
Gerenciamento de riscos de desastres e Morar Seguro programa: Rio de Janeiro ainda é bicho de recentes inundações e deslizamentos de terra, que matou centenas de pessoas.  O Banco Mundial anunciou um empréstimo de US $485 milhões para melhorar a gestão de risco de desastres, construção de habitação de qualidade e outras prioridades. Programa de habitação da cidade é conhecido como Morar Seguro ou "Viver em segurança".  Este programa de habitação envolve a evacuação dos moradores em áreas sujeitas a inundações, bem como sua reinstalação no recém construídas habitações.  Infelizmente, muitos dos pobres urbanos não podem pagar o custo da habitação e dos transportes e tendem a retornar para suas favelas dentro de alguns meses.  O empréstimo do Banco Mundial também apoiará programas tecnológicos nas escolas e renovação de edifícios escolares. Alguns fundos servirá também para reforçar a competitividade do sector privado e os investimentos na reabilitação de rodovia e manutenção.
